To obtain this you first must possess a valid residence permit ( If you do not have your resident permit but have L , F or student visa then you need to have an additional document from your Landlord called Temporal resident which is obtained through your Landlord in the local police station.) and a valid foreign driving license. You will be required to have a brief medical and written test. The whole process takes about two weeks. The written test is done on every Tuesday's and Thursday's Foreigners must posses a valid resident permit before they can be allowed to buy a car. Members of the diplomatic community have duty free privileges on all imported cars. A non Diplomat foreign person must be working for a foreign company, has a resident permit valid for one year or above, employment permit, customs white book if your company is rep. office, customs black book if your company is joint venture or wholly owned before you will be qualify to buy a car from the Embassies.
