Pre-commissioning, Commissioning & Start-up Manager With Aramco Experience

We are looking for a qualified and experienced Pre-commissioning, Commissioning & Start-up Manager with minimum 15–20 years of experience in oil & gas projects, with at least 8 years in commissioning/start-up leadership roles to lead all commissioning activities for a Saudi Aramco LSTK project involving the relocation of multiple water wells.

The scope includes installation and commissioning of submersible pump systems and complete integration with piping, electrical, and instrumentation & control systems. The PCSU Manager will be responsible for planning, coordinating, and executing the safe and timely commissioning and start-up of the facilities in line with Saudi Aramco standards, project requirements, and HSE regulations.

Key Responsibilities:
• Lead the development and execution of the Pre-commissioning, Commissioning, and Start-up Plan, commissioning procedures, and system turnover strategies.
• Manage and supervise a multidisciplinary commissioning team (mechanical, electrical, I&C) across all remote well sites.
• Ensure all systems — submersible pumps, piping, power distribution, instrumentation, and controls — are tested, commissioned, and fully integrated.
• Develop and manage system/subsystem boundaries, punch lists, and commissioning tracking tools (e.g., ICAPS, WinPCS, or equivalent).
• Interface with construction, engineering, quality, HSE, and operations teams to ensure a seamless transition from construction to commissioning and handover.
• Oversee pre-commissioning activities such as flushing, cleaning, pressure testing, electrical loop checks, and I/O verification.
• Lead mechanical completion walkdowns, monitor system readiness, and drive completion of all punch items.
• Coordinate with vendors and OEMs for equipment start-up, performance testing, and troubleshooting.
• Ensure compliance with Saudi Aramco standards (SAES, SAEP, SAIC, SATIP) and quality procedures.
• Report progress through daily, weekly, and milestone-based reports, and ensure alignment with overall project schedule.
• Prepare and submit all commissioning documentation, including test packs, as-built data, and handover dossiers to the client.

Qualifications and Experience:
• Bachelor’s Degree in Mechanical, Electrical, Instrumentation, or related Engineering field.
• Minimum 15–20 years of experience in oil & gas projects, with at least 8 years in commissioning/start-up leadership roles.
• Demonstrated experience on Saudi Aramco LSTK or EPC projects with full understanding of Aramco systems and protocols.
• Extensive experience with:
o Submersible pump commissioning and troubleshooting
o Remote well site operations
o Multi-discipline system testing and integration
• Strong understanding of process safety, system handover protocols, and client interface management.

Preferred Skills:
• Aramco-approved Commissioning Manager (preferred or eligible).
• Experience with ICAPS, P&ID Walkdowns, and Completion Management Systems.
• Strong leadership, team coordination, and project management skills.
• Ability to work under pressure in remote desert conditions.
• Excellent communication skills with fluency in English (Arabic is a plus).
