Electrical Engineer – Tendering

Job Summary
The Electrical Engineer – Tendering is responsible for preparing and evaluating electrical tender documents, cost estimates, technical proposals, and bid submissions for projects in KSA. The role involves coordination with engineering, procurement, and commercial teams to ensure competitive, compliant, and accurate tenders in accordance with Saudi standards and client requirements.
Key Responsibilities
Tendering & Estimation
Review tender documents, drawings, specifications, BOQs, and scope of work.
Prepare detailed cost estimates for electrical works (LV, MV, HV, ELV, lighting, power, grounding, etc.).
Develop technical proposals, method statements, and compliance matrices.
Analyze RFQs, clarifications, and addenda issued by clients/consultants.
Identify project risks and value engineering opportunities during tender stage.
Technical Evaluation
Evaluate vendor and subcontractor quotations for compliance and cost optimization.
Ensure compliance with SEC, SBC, IEC, IEEE, NEC, and project-specific standards.
Coordinate with design engineers to resolve technical queries.
Commercial & Coordination
Coordinate with procurement, planning, and commercial teams for pricing and schedules.
Assist in preparing tender submissions, presentations, and bid clarifications.
Support negotiations with clients and subcontractors as required.
Documentation & Compliance
Prepare and maintain tender documentation and cost databases.
Ensure compliance with Saudi regulations, client requirements, and company policies.
Support post-tender activities and handover to project execution teams.
Qualifications
Bachelor’s Degree in Electrical Engineering.
Professional certification (optional but preferred):
SCE registration
PMP / Estimation-related certifications
Experience
3–8 years of experience in electrical engineering with a focus on tendering/estimation.
Experience in KSA construction or EPC projects is highly preferred.
Exposure to commercial buildings, infrastructure, industrial, or utility projects.
Skills & Competencies
Strong knowledge of electrical systems (LV/MV/HV/ELV).
Proficient in AutoCAD, MS Excel, MS Project, and estimation software.
Good understanding of Saudi standards and authorities (SEC, Aramco – if applicable).
Strong analytical, communication, and coordination skills.
Ability to work under tight deadlines and manage multiple tenders.
