Key Roles and Responsibilities

Act on behalf of the Client to monitor and enforce HSE standards during all phases of construction works.
Ensure site operations align with Bahraini laws, relevant international codes, and recognized industry practices.
Carry out planned and ad-hoc site inspections, safety audits, and hazard assessments, producing comprehensive reports.
Oversee contractor and subcontractor adherence to approved HSE plans, method statements, and risk assessments.
Detect unsafe behaviors or site conditions, issue formal observations or notices, and track corrective and preventive actions to completion.
Arrange and attend toolbox talks, safety inductions, emergency response drills, and HSE coordination meetings.
Develop and deliver health and safety training programs for operatives, supervisors, and management teams.
Maintain and review HSE documentation such as incident records, training matrices, PPE logs, and compliance registers.
Monitor compliance with safe work practices and verify the correct provision and use of personal protective equipment.
Assist in the investigation of accidents, incidents, and near misses, ensuring recommendations are effectively implemented.
Coordinate with regulatory authorities during site inspections, audits, and statutory compliance checks.
Encourage a positive and proactive safety culture through continuous awareness of emergency procedures, first aid, and legal obligations.
Define and enforce housekeeping requirements to ensure a tidy, organized, and hazard-free workplace.
Coordinate daily housekeeping and waste disposal activities with contractors and site management teams.
Implement scheduled inspection regimes for tools, equipment, plant, and safety systems.
Perform visual and functional inspections of hand tools, electrical devices, lifting equipment, scaffolding, and access arrangements.
Confirm that all equipment is properly inspected, certified, tagged, and maintained in safe operating condition.
Keep accurate and up-to-date records for inspections, testing, calibration, maintenance, and certifications.
Monitor and report daily and periodic manpower deployment by subcontractors.
Liaise closely with site security personnel to ensure alignment with HSE policies and procedures.
Conduct joint HSE and security inspections to manage risks including unauthorized access, improper storage, and exposed hazards.
Ensure all site entry and exit points are effectively controlled, monitored, and secured.
Verify implementation of identification checks, visitor logs, and access control documentation.

Qualifications and Experience

Diploma or degree in Engineering or a related technical field.
Recognized HSE qualification such as NEBOSH IGC, IOSH, or equivalent is an advantage.
At least five (5) years of HSE supervision experience within construction projects, ideally in a client or consultancy capacity.
Comprehensive understanding of Bahrain HSE regulations and environmental compliance standards.
Strong communication, inspection, coordination, and reporting capabilities.
Demonstrated ability to collaborate effectively with contractors, consultants, and diverse site teams.
