Our client is a reputable construction and infrastructure company in Riyadh with multiple mega projects. The requirement is for their 7 on-going projects simultaneously.
The details of the role are:
• Develop and manage the Testing & Commissioning Plan in line with project specifications, standards, and schedules
• Define commissioning strategies, sequences, and methodologies for all systems
• Coordinate commissioning activities with construction, QA/QC, HSE, and project management teams
• Lead and manage the Testing & Commissioning team, including engineers, inspectors, and specialists
• Oversee pre-commissioning, commissioning, and integrated system testing activities
• Ensure all systems (MEP, electrical, mechanical, instrumentation, controls, etc.) are tested and function as designed
• Review and approve test procedures, method statements, and checklists
• Interface with vendors, subcontractors, and OEMs during testing and commissioning
• Identify, manage, and close punch lists, defects, and non-conformances
• Ensure all testing and commissioning activities comply with project specifications, local regulations, and international standards
• Enforce HSE requirements during testing and commissioning activities
• Coordinate with QA/QC teams to ensure proper documentation, inspections, and approvals
• Ensure compliance with authority and client witness and hold points
• Ensure timely preparation and approval of commissioning records, test reports, and certificates
• Coordinate final system handover, including as-built documentation, O&M manuals, and training
• Support project close-out and final acceptance by the client and authorities
• Act as the main point of contact for testing and commissioning activities with the client, consultant, and authorities
• Participate in project meetings and provide regular progress reports
• Support resolution of technical and interface issues during commissioning
Qualification / Experience / Skills & Competencies
• Bachelor’s degree in mechanical / electrical engineering.
• Minimum of 15 years of experience in construction projects, with significant experience in testing and commissioning
• Proven experience managing multi-discipline commissioning activities
• Strong knowledge of relevant codes, standards, and commissioning best practices
• Experience with large-scale or complex construction projects preferred
• Strong leadership and team management skills
• Excellent coordination, communication, and problem-solving abilities
• Thorough understanding of construction sequencing and system interfaces
• Ability to manage multiple stakeholders under tight schedules
• High attention to detail and commitment to quality and safety
