Job Responsibilities
The HSE Supervisor will be responsible for monitoring and controlling safety in the following high-risk activities:
1) Live Road Work (Traffic Management)
Major Hazards:
Moving vehicles
Poor visibility
Workers struck by vehicles
Dust and noise exposure
Responsibilities:
Ensure approved Traffic Management Plan (TMP) implementation
Install warning signs, cones, barriers, and flashers
Deploy trained flagmen/banksmen
Enforce speed limits and detours
Ensure high-visibility PPE compliance
Verify proper night lighting
Maintain safe pedestrian routes
Emergency Action:
Stop traffic immediately, provide first aid, call emergency services, and report to site management.
2) Excavation Work
Major Hazards:
Cave-in or trench collapse
Falls into excavation
Underground utility strikes
Water accumulation
Falling materials
Responsibilities:
Ensure permit to work before excavation
Confirm underground utility location
Implement shoring, sloping, or trench boxes
Install barricades and warning signs
Ensure safe ladder access
Keep heavy equipment away from edges
Conduct daily inspection as competent person
3) Working at Height (Above 1.8m)
Major Hazards:
Falls from ladders, scaffolds, roofs
Falling tools or materials
Responsibilities:
Ensure work permit and risk assessment
Verify scaffold/manlift certification
Enforce full body harness with lifeline
Ensure guardrails and toe boards
Monitor proper ladder use
Stop work during strong wind or rain
Allow trained personnel only
4) Lifting Operations
Major Hazards:
Falling loads
Crane overturning
Equipment collision
Sling failure
Responsibilities:
Ensure approved lifting plan
Verify crane/operator certification
Confirm trained rigger and signalman presence
Inspect slings and shackles
Ensure SWL compliance
Barricade lifting area
Strictly prohibit standing under suspended loads
5) Confined Space Work
Major Hazards:
Oxygen deficiency
Toxic gases
Fire/explosion risk
Heat stress
Entrapment
Responsibilities:
Ensure confined space permit
Conduct gas testing before and during entry
Provide forced ventilation
Assign trained standby person
Ensure rescue plan readiness
Verify proper PPE and breathing apparatus
Maintain continuous communication
Requirements
Minimum 3–5 years experience in road/infrastructure projects
Valid HSE certification (NEBOSH / OSHA preferred)
Strong knowledge of Saudi safety regulations
Ability to prepare risk assessments and safety reports
Immediate availability preferred
