Lead Testing & Commissioning Manager (Gas Network Project)

Role Summary
Responsible for preparing and implementing the Testing and Commissioning Plan in line with the full project scope, and for leading, executing, and coordinating all testing, pre-commissioning, and commissioning activities for the Gas Network Project at Jubail 2, Stage-4 Phase-1. The role covers Mechanical, Electrical, Instrumentation, SCADA, and Firewater systems, ensuring full compliance with Royal Commission standards, approved procedures, and project specifications.
Key Responsibilities
• Plan, execute, and supervise testing and commissioning activities for:
o 24” Fuel Gas (Methane) & 16” Feedstock (Ethane) pipelines
o 10” FRP firewater network including hydrants
o Scraper launcher systems, drain tanks, expansion loops
o Electrical systems (LV power, UPS, MOVs, lighting, grounding)
o Instrumentation, ESD, F&G, leak detection, RTU and SCADA systems
• Prepare and implement commissioning plans, procedures, and checklists
• Coordinate system integration, functional testing, and safe gas-in activities
• Interface with Royal Commission, Operations, HSE, and QA/QC teams
• Manage punch clearance, system handover, and commissioning documentation
Qualifications & Experience
• Bachelor’s Degree in Engineering (Mechanical / Electrical / Instrumentation) (Preferable)
• Minimum 08 to 10 years’ experience in testing & commissioning of gas pipeline / utility projects
• Strong knowledge of international codes and standard, and safety requirements
• Prior experience in RC / ARAMCO or similar mega industrial projects preferred
