If you have a good profession you may directly go to istiqdam
If anyone who really can do it, will never ask for money upfront
They will tell you to pay fee at Istiqdam, then will tell you this way visa will not be issued... and will ask you to pay to their account.
This is a scam
Avoid, Istiqdam can issue visas sometime with good profession and normal degrees
