Procurement Engineer – International Procurement & Imports (5–9 Years) – Riyadh

We are hiring a Procurement Engineer to source, purchase and import the full material and equipment scope for a large Kingdom-wide network of remote solar measurement and meteorological monitoring stations, on time, to specification and within budget.

Key Responsibilities:

Own the end-to-end procurement cycle: requisition, sourcing, RFQ, technical and commercial evaluation, negotiation, award, PO, expediting, delivery and invoice reconciliation
Build the procurement plan aligned to the installation schedule and place long-lead orders to protect the critical path
Procure instruments and balance-of-station materials to approved technical specifications
Manage international sourcing from overseas manufacturers, including foreign currency quotations and incoterms
Handle the full import cycle: shipping, freight forwarders, B/L and AWB, commercial invoices, packing lists, certificates of origin and insurance
Manage customs clearance in KSA including SABER, FASAH and Bayan, duty and VAT, and customs holds
Negotiate price, payment terms, delivery, warranty and spare parts with suppliers
Maintain the approved vendor list and monitor supplier performance
Manage letters of credit, bank guarantees and advance payments with Finance
Coordinate with Warehouse and Engineering on receipts, discrepancies, deviations and substitutions
Maintain complete, audit-ready procurement records and track spend against budget
Manage spare parts, consumables, warranty claims and returns

Requirements:

Bachelor’s degree in Engineering, Supply Chain, Business or related discipline
5 to 9 years of procurement experience including direct responsibility for international purchasing and imports
Experience importing and clearing goods into Saudi Arabia (SABER, FASAH, Bayan) or comparable GCC import experience is strongly preferred
Strong negotiation skills, ability to read technical specifications and challenge non-compliant offers
Competence in ERP / procurement systems and advanced MS Excel
CIPS, CSCP or equivalent certification preferred
GCC experience, ideally in Saudi Arabia, transferable Iqama and valid Saudi driving license preferred

Location: Riyadh, Saudi Arabia (with project warehouse visits as required)
