Responsibilities
• Provide day-to-day HSE leadership and strategic direction across multiple work fronts, ensuring
effective implementation of the project HSE Management System, policies, procedures, and
applicable legal and client requirements.
• Led and supervised the HSE team, allocated safety coverage according to project activities and risk
levels, monitored performance, and ensured effective safety supervision across day and night shifts.
• Work closely with the Project Manager, Construction Managers, Engineers, Consultants, Client
representatives, and subcontractors to integrate HSE requirements into project planning and
execution.
• Develop, reviewed, and implemented Risk Assessments, JSA/MSRA, Method Statements, and Safe
Systems of Work for high-risk and critical activities, ensuring adequate control measures were
established before work commencement.
• Maintain strong oversight of the Permit to Work (PTW) system, ensuring permits were properly
reviewed, approved, displayed, and monitored at work locations, with activities conducted within
defined permit conditions.
• Led proactive site inspections, HSE audits, safety walkthroughs, and management inspections to
identify trends, recurring hazards, and areas requiring improvement, ensuring timely corrective
action and closeout.
• Provide HSE leadership for high-risk activities, including work at height, scaffolding, MEWP
operations, lifting operations, confined spaces, excavation, hot work, electrical works, LOTO,
hydrotesting, and other critical construction activities.
• Ensure effective implementation of Fall Protection, Electrical Safety, LOTO, Fire Prevention,
Emergency Response, PPE, and other critical safety controls across project work areas.
• Coordinate with construction and subcontractor teams to ensure work activities were properly
planned, risk assessed, supervised, and executed in accordance with approved HSE requirements.
• Led the investigation of incidents, near misses, unsafe occurrences, and high-potential events,
identified root causes, developed corrective and preventive actions, and monitored their effective
implementation.
• Manage the preparation, submission, and closeout of NCRs, SORs, observations, inspection reports,
corrective action plans, and client/consultant HSE comments.
• Monitor subcontractor HSE performance through inspections, meetings, audits, documentation
reviews, and performance tracking, ensuring compliance with project standards and contractual HSE
requirements.
• Conduct and coordinated TBTs, safety inductions, awareness campaigns, emergency drills, and
competency-based training based on identified risks, site conditions, and lessons learned.
• Establish a proactive safety culture by engaging with workers and supervisors, communicating
hazards and control measures effectively, and promoting stop-work authority and near-miss/unsafe-
condition reporting.
• Monitor housekeeping, material storage, access and egress, fire protection, waste management,
welfare facilities, and overall site conditions, ensuring continuous improvement in workplace
standards.
• Coordinate emergency preparedness arrangements, including emergency access, evacuation routes,
fire points, firefighting equipment, alarm systems, emergency response procedures, and drill
requirements.
• Review and monitored third-party inspection and certification requirements for scaffolds, lifting
equipment, MEWPs, tools, electrical equipment, and other safety-critical equipment.
• Ensure appropriate gas testing and atmospheric monitoring were conducted for hot work and
confined-space activities, with controls maintained throughout the work.
• Prepare and review daily, weekly, and monthly HSE reports and KPI dashboards, identifying
performance trends, recurring issues, corrective-action status, and opportunities for improvement.
• Participate in HSE leadership meetings, client/consultant coordination meetings, safety committees,
management walkthroughs, and project inspections, providing professional advice on HSE risks and
control measures.
• Ensured HSE documentation and records were properly maintained, including risk assessments,
permits, inspection records, training records, TBT attendance, incident reports, audit findings,
NCR/SOR registers, and corrective-action trackers.
• Supported project teams in planning work activities by providing HSE input during method
statement reviews, work sequencing, logistics planning, temporary works, and changes in site
conditions.
• Monitored changing site conditions and project priorities, ensuring HSE controls were reviewed and
strengthened whenever new hazards, changes in scope, manpower, work locations, or construction
activities were introduced.
• Promoted continuous improvement by analyzing recurring observations, incident trends, inspection
findings, and workforce feedback to develop targeted preventive actions and site-wide HSE
improvement initiatives.
• Ensured that unsafe activities were immediately controlled or stopped where necessary and that
work resumed only after adequate corrective measures and required approvals were in place.
