The Facilities Manager is responsible for the end-to-end management of Hard and Soft FM services, ensuring operational excellence, compliance, profitability, and client satisfaction across assigned sites. The role includes full accountability for audits, financial performance (P&L), and supervision of operational teams in line with contractual and regulatory requirements in KSA.
Key Responsibilities
1. Hard FM Operations Management
Oversee all technical services including:
HVAC systems
Electrical systems
Plumbing & drainage
Fire alarm & firefighting systems
Building Management Systems (BMS)
Ensure execution of preventive and corrective maintenance schedules
Manage asset lifecycle, breakdown analysis, and reliability improvements
Ensure compliance with Civil Defense and statutory regulations
Review technical reports, maintenance logs, and performance metrics
2. Soft FM Operations Management
Manage all soft services including:
Cleaning & housekeeping
Waste management
Pest control
Landscaping (if applicable)
Ensure delivery of services as per SLA/KPI standards
Conduct regular inspections and quality checks
Manage subcontractors and vendor performance
3. Audits, Compliance & Quality Assurance (Critical Responsibility)
Lead internal and external audits across all FM operations
Ensure compliance with:
Contractual SLAs & KPIs
Client standards (Embassy, Retail, Corporate, etc.)
Regulatory authorities (Baladiyah, Civil Defense, HSE)
Develop and implement comprehensive audit checklists for:
Hard FM systems (HVAC, Electrical, Fire Safety)
Soft FM services (Cleaning standards, hygiene, waste handling)
Conduct routine, scheduled, and surprise inspections
Identify gaps and implement Corrective & Preventive Action Plans (CAPA)
Track audit scores and ensure continuous improvement
Maintain audit documentation for:
Client reviews
Third-party inspections
Lead client audits and ensure minimal or zero non-compliance findings
4. P&L Management & Financial Control (Core Accountability)
Take full ownership of site-level Profit & Loss (P&L) performance
Monitor and control:
Manpower costs (headcount, overtime, productivity)
Consumables and material usage
Subcontractor and vendor costs
Equipment maintenance and breakdown costs
Ensure operations are delivered within approved budgets
Analyze monthly financials:
Revenue vs cost variance
Gross profit margins
Cost leakages and inefficiencies
Coordinate with Finance for:
Invoice validation and submission
Payment follow-ups
Budget tracking
Implement cost optimization strategies:
Efficient manpower planning
Preventive maintenance to reduce reactive costs
Vendor negotiations and sourcing efficiencies
Support preparation of:
Annual budgets
Forecasts and financial planning
Ensure achievement of profitability targets
5. Supervision of Operations Team (Leadership Role)
Manage and lead:
Site Supervisors
Engineers & Technicians
Soft service staff (cleaners, pest control, waste teams)
Ensure effective manpower planning and deployment
Conduct daily/weekly operations meetings
Assign tasks and monitor execution on-site
Track team performance against KPIs
Provide on-ground leadership and immediate problem resolution
Conduct:
Performance evaluations
Training & development sessions
Disciplinary actions where required
Ensure staff compliance with:
Safety standards (PPE, HSE)
Company policies
Coordinate with HR for:
Recruitment and onboarding
Attendance (WPS/Mudad compliance)
Leave management
Ensure smooth mobilization and demobilization of projects
6. Client & Contract Management
Act as the primary point of contact for clients
Ensure all services are delivered as per:
Contract scope
Method statements
Service Level Agreements (SLAs)
Prepare and present:
Monthly reports
KPI dashboards
Progress updates
Handle complaints and ensure timely resolution
Build strong client relationships and ensure retention
7. Health, Safety & Regulatory Compliance
Ensure full compliance with:
HSE policies
COSHH standards
Saudi labor laws
Conduct:
Risk assessments
Safety inspections and audits
Ensure proper use of PPE and safety procedures
Maintain incident logs and reporting
8. Reporting & Documentation
Maintain records of:
Maintenance schedules
Audit reports
Incident reports
Prepare:
Weekly operational reports
Monthly performance reports
Ensure documentation is audit-ready and compliant
Qualifications & Experience
Bachelor’s Degree in Mechanical/Electrical Engineering or relevant field
Minimum 7–10 years of Facilities Management experience
Minimum 3–5 years in a managerial role
Strong experience in Hard & Soft FM operations in KSA
Experience managing large-scale FM contracts
Language Requirements (Mandatory)
Fluent in English and Arabic (spoken and written) – Mandatory
Technical Knowledge
