Procurement Engineer Lead (Electrical)

Job Responsibilities:
- Be responsible for organizing, coordinating, and implementing the centralized material technical submittal and centralized procurement activities within the assigned discipline or scope.
- Organize the preparation of overall, stage-wise, and monthly plans for material technical submittals and procurement based on the project schedule, material requirement plan, and execution arrangements, and supervise their implementation.

- Organize procurement engineers to conduct price comparison and bidding procurement work.

- Organize market inquiry, supplier sourcing, preliminary screening, and establishment of supplier shortlists before technical submittals are submitted.

- Review and guide the preparation, submission, and follow-up of supplier prequalification documents, material technical documents, and approval submissions, and promote timely completion of the approval process.

- Coordinate working interfaces among project engineering, commercial, material, quality departments, and suppliers, and ensure effective linkage among material approval, procurement, delivery, acceptance, and document handover.

- Review commercial comparison analyses, procurement recommendations, commercial contract terms, and related submission documents prepared by procurement engineers to ensure completeness, accuracy, and compliance.

- Participate in or organize commercial negotiations, price negotiations, contract drafting, and internal approval coordination.

- Follow up the execution of procurement contracts within the assigned discipline and ensure suppliers fulfill production, shipment, delivery, acceptance, and document handover obligations in accordance with contract requirements.

- Be responsible for establishing, maintaining, and regularly updating the approved supplier database, material unit price database, and procurement registers within the assigned discipline.

- Guide procurement engineers in conducting material inquiry, cost estimation, and pricing support during the tender stage.

- In view of the characteristics of Saudi projects, monitor vendor lists, localization requirements, Mostadam requirements, material standards, market conditions, and supply chain risks, and provide timely alerts and optimization recommendations.

- Be responsible for daily task allocation, technical guidance, and process review for procurement engineers within the assigned discipline, and improve team execution and professional capability.

- Complete other related tasks assigned by management.


Job Requirements:

- Bachelor’s degree or above in Electrical Engineering, Procurement Management, Supply Chain Management, International Trade, or other related disciplines.
- Minimum 6 years of relevant experience in material technical submittal and procurement for star-rate hotels and large-scale complex projects; experience as a discipline lead or in team supervision is preferred.

- Be familiar with the full workflow of material approval and centralized procurement, and be able to independently organize and drive activities from inquiry/tendering and supplier screening to technical submittal and contract execution.

- Be familiar with the technical standards, specification requirements, and market conditions of commonly used materials in the relevant discipline, with strong technical coordination and commercial judgment capability.

- Be familiar with supplier sourcing, prequalification, evaluation, qualification, and performance management, with strong supplier management capability.

- Be familiar with procurement methods such as request for quotation and invited tendering, and be able to organize commercial comparison and review procurement recommendations.

- Be familiar with contract administration, commercial negotiation, and cost control methods, and be able to identify and control key procurement risks.

- Be capable of conducting inquiry, quotation comparison, preliminary pricing, and tender pricing support for common construction materials.

- Have strong cross-functional communication and coordination skills, and be able to effectively liaise with project teams, suppliers, and relevant internal departments.

- Familiarity with the Saudi market, localization requirements, and public project procurement characteristics is preferred.

- Familiarity with Mostadam requirements / Mostadam Rating System requirements is preferred.

- Experience in five-star hotel projects is preferred.

- Be proficient in Microsoft Office; familiarity with ERP, Oracle, or similar systems is preferred.

- Have good command of English in speaking, reading, and writing.
