1. Position Overview
The HR Manager is responsible for end-to-end human resources management for international project site personnel, with a primary focus on foreign workforce recruitment and manpower deployment.
The role also oversees full employee lifecycle management, including onboarding, internal transfers, promotions, and offboarding, ensuring efficient, compliant, and timely staffing support for project execution.

2. Key Responsibilities
① International Recruitment & Workforce Planning (Core Focus)
Manage full-cycle recruitment of foreign workers for site positions (construction, technical, skilled labor, and support roles)
Develop and execute manpower plans based on project requirements and timeline
Source candidates through international recruitment agencies, labor suppliers, and global talent channels
Screen candidates and coordinate selection processes for operational and skilled positions
Ensure timely deployment of workers to site in line with project schedules
Monitor recruitment KPIs such as time-to-hire, arrival rate, and retention rate

②On-site HR Operations (Employee Lifecycle Management)
Manage onboarding processes including employment contracts, documentation verification, medical checks, and travel/entry coordination
Organize site induction and safety orientation programs for new employees
Handle probation evaluation and confirmation processes
Manage employee transfers, redeployment, and internal mobility across departments or project areas
Oversee offboarding processes including resignation, termination, handover, and final settlement

③Site HR Administration Support
Maintain accurate and up-to-date employee records and workforce databases
Support project management in workforce planning and staffing structure optimization
Handle day-to-day HR operational issues on site
Facilitate communication between management and multicultural workforce groups

④Compliance & Risk Management
Ensure HR operations comply with local labor regulations and company policies
Manage employment documentation, work permits, visas, and entry-related processes where applicable
Reduce labor-related risks and prevent disputes or contract violations
Support audits and compliance reviews when required

3. Requirements
Bachelor’s degree or above in Human Resources, Business Administration, or related field
Minimum 5 years of HR experience, with strong exposure to recruitment and site-based HR operations
Experience in international recruitment, overseas projects, construction, EPC, or labor deployment environments preferred
Strong understanding of full employee lifecycle processes (recruitment to offboarding)
English proficiency sufficient for daily communication, reporting, and documentation
Strong execution ability and ability to work under pressure in project environments
Willingness to work on-site or in overseas project locations
