Commissioning Scope of Work
1. Review Owner's Project Technical Requirements (OTR) and Basis of Design (BOD)
2. Prepare Project commissioning Plan, and update throughout the Cx process as agreed with CXA.
3. Plan, conduct, supervise, manage, and implement the testing and commissioning process and program.
4. Project file setup in Cx software platform. Additionally, all the commissioning related documents shall be loaded to platform. Note: Platform will be provided by EPC.
5. Prepare commissioning logic in coordination with EPC.
6. Prepare and develop commissioning schedule from L1 to L5.
7. Prepare and submit Cx Equipment List.
8. Develop and manage the Commissioning Activity Schedule (CAS).
9. Prepare RACI Matrix.
10. Involve in Risk Assessment preparations.
11. Prepare and manage inspection step skip patterns for smoother commissioning operations.
12. Chair and participate weekly and monthly commissioning meetings, site walk throughs, pre-energization meetings, and workshops as required by the CXA and EPC and circulate MoM.
13. Chair and manage issues push meetings.
14. Coordinate and chair vendor meetings to address system interface.
15. Coordinate with the specialist contractors and vendors to prepare FAT/FWT, Level 2 and Level 3 Method of statements as per client approved RAMS format.
16. Prepare and develop testing scripts for each system from L1 to L5.
17. Develop forms for Pre-startup Installer (PSI) and Pre-startup Vendor (PSV), coordinate and support QA/QC team.
18. Develop QA/QC checklists for Level 2 listing all inspections and tests required for each equipment.
19. Prepare / Arrange and include Method of Procedure (MOPs) or Construction (CMOPs) in commissioning scripts.
20. Prepare and manage various trackers not limited to, MOS, Cx works IR’s, Test Scripts, O&M Manuals, Issue logs, and Step Gap Analysis logs.
21. Responsible to endorse and validate installations through M&E QA/QC approval process on the project.
22. Develop load bank strategies for L3 through L5, defining the methodology and approach to use load banks to simulate the equipment and system performance.
23. Attend, witness and attain approval from CXA for all the activities falling under Level 3 through Level 5, in coordination with EPC.
24. Manage the witness schedule for the CXA and Client Representatives for all testing activities, additionally, prepare First of Kind (FoK) & Rest of Kind (RoK) equipment list.
25. Work closely with EPC / OEM / Subcons and recommend feasible solutions to resolve issues.
26. Prepare and maintain issue resolution log. When the issues are resolved by responsible parties, verify and coordinate with CXA to close such issues from the log.
27. Documentation of all test results and checklists shall be prepared and attain approval from CXA.
28. Manage the tagging process after completion of each test level. Provide formal sign-off tag for all L1 through L5 for every equipment item.
29. Arrange for the deployment of qualified engineers in accordance with site requirements. To meet the project baseline schedule, both day and night shifts may be necessary; therefore, the selected personnel shall remain available and flexible as agreed with the commissioning project team.
30. Prepare and maintain the program’s look ahead schedule.
31. For transition from L3 to L4, prepare a comprehensive document recording “As Left” conditions for each equipment and system, ensuring that all operational states, configuration settings, test outcomes are recorded and validated.
32. Prepare, collect, review and compile the final commissioning reports including but not limited to FAT, SAT, QA/QC Checklists, calibration records, as per agreed closeout template with CXA.
33. Produce and issue the summary commissioning report upon completion of each level.
34. CXM shall comply with all requirements specified by CXA and DataVolt pertaining to EPC’s Testing and commissioning scope of work.
35. Witness and approve seasonal testing and cause & effect analyses.
36. CXM should witness and inspect all the TAB works.
37. Review O&M Manuals.
38. Manage training sessions with Client’s operation team and DV.
39. Prepare script for UTI inspection.
40. Sign-off all the testing levels for Datacentre and provide clearance to invite UTI for site inspection.
41. Preparation of energization plan and LOTO plan, prior to commencing Level 3.
42. Manage and witness UTI inspections.
