Scope of Work
Off-spec diesel / flushing oil tank (143-D-0013), together with relevant reusable pumps, shall support the operation and shutdown requirements of utility facilities. The tank has a storage capacity of 300,000 barrels, equivalent to approximately 1.6 days of distillate storage and 2.4 days of storage for the Hydrotreater (DHT) Unit or Hydrocracker (HCK) Unit.
Based on identified root causes and HAZOP recommendations, the tank type has been revised to internal floating roof tank. Details below cover the overall scope of proposed installation works:
a) Off-spec diesel / flushing oil tank (143-D-0013), approx. 68,000 mm (ID) × 16,000 mm (height), internal floating roof design, equipped with nitrogen (N2) blanketing system
b) New off-spec diesel collection pump (143-G-0044), rated capacity 20 m³/h
c) Existing HCK transfer pump (143-G-0010), capacity 70 m³/h
d) New flushing oil pump (143-G-0043), capacity 3354 m³/h
e) New utility pipeline and process pipeline shall be installed, including nitrogen blanketing pipelines
f) New instruments shall be installed, including level transmitters, pressure transmitters, temperature transmitters, flow meters, pressure relief valves, on-off valves and control valves, to ensure smooth operation
g) Electrical works scope: replacement of damaged electrical components including pump motors, LCS, cables, cable trays, conduits & accessories, lighting fixtures, lighting junction boxes and cathodic protection panels
h) Service flexibility of the internal floating roof tank for alternative application (jet fuel) has been assessed. It is deemed feasible in accordance with Clause 6.2 of SAES-D-100, subject to minimum required tank and associated facility decontamination works.
