1. Minimum Qualification
Bachelor’s Degree in Engineering, Safety, or a related field
NEBOSH Certification (IGC or equivalent)
2. Experience
Minimum 3 years of relevant experience in industrial/construction environments after NEBOSH certification
Preferably with experience in SABIC or similar petrochemical industry projects.
3. Key Responsibilities
3.1 HSE Compliance & Implementation
Ensure full compliance with SABIC HSE standards, local regulations, and company policies
Implement, monitor, and enforce HSE procedures at site
3.2 HSE Policy Development
Must have strong knowledge and capability to develop, review, and implement company HSE policies, procedures, and manuals
Ensure policies are aligned with SABIC requirements and international standards.
3.3 Risk Assessment & Hazard Identification
Conduct Risk Assessments, Job Safety Analysis (JSA), and Hazard Identification (HAZID)
Recommend and implement effective control measures
3.4 Site Safety Monitoring & Inspection
Carry out routine site inspections, audits, and safety patrols
Ensure proper use of PPE and adherence to safe work practices
Identify unsafe acts/conditions and take immediate corrective actions .
3.5 Permit to Work (PTW) System
Ensure strict compliance with SABIC Permit to Work system
Review and verify permits for:
Hot Work
Confined Space Entry
Work at Height
Electrical Isolation (LOTO)
3.6 Incident Investigation & Reporting
Investigate incidents, accidents, and near misses
Prepare detailed reports including root cause analysis and corrective/preventive actions
3.7 Training & Safety Awareness
Conduct safety inductions, toolbox talks, and HSE training programs
Promote a strong safety culture among workforce
3.8 Emergency Preparedness
Assist in development and implementation of Emergency Response Plans
Conduct emergency drills (fire, evacuation, rescue, spill response, etc.).
3.9 Documentation & Reporting
Maintain accurate records of:
Inspections
Training
Incidents
Compliance reports
Prepare and submit HSE reports as per SABIC requirements.
