Job Purpose
The Safety Officer is responsible for implementing and enforcing Health, Safety & Environment (HSE) policies, procedures, and client safety requirements to ensure a safe working environment for all personnel. The role includes monitoring work activities, conducting inspections, identifying hazards, ensuring compliance with Saudi Aramco safety standards, investigating incidents, and promoting a strong safety culture throughout maintenance and operational activities.

Key Responsibilities
HSE Compliance
• Ensure full compliance with Saudi Aramco HSE requirements, company policies, and applicable regulations.
• Monitor daily work activities to ensure safe work practices are followed.
• Enforce compliance with Permit-to-Work (PTW) requirements.
• Verify that all work is carried out in accordance with approved Job Safety Analysis (JSA) and Risk Assessments.
• Stop any unsafe work that presents an immediate danger to personnel, equipment, or the environment.

Site Safety Monitoring
• Conduct routine site safety inspections and audits.
• Identify unsafe acts and unsafe conditions and ensure corrective actions are implemented.
• Monitor housekeeping standards throughout the worksite.
• Ensure proper use of Personal Protective Equipment (PPE).
• Verify barricading, warning signage, and exclusion zones are maintained.
• Monitor contractor compliance with HSE requirements.

Permit-to-Work (PTW)
Monitor and verify compliance for:
• Hot Work Permits
• Cold Work Permits
• Confined Space Entry
• Work at Height
• Electrical Isolation (LOTO)
• Excavation Activities
• Lifting Operations
• Radiography Work (where applicable)
• Critical Maintenance Activities

Safety Training
• Conduct daily toolbox talks.
• Deliver HSE inductions for new employees.
• Conduct safety awareness campaigns.
• Promote behavioural safety and safe work practices.
• Coach supervisors and employees on hazard identification and risk control.

Incident Investigation
• Report all incidents, near misses, unsafe acts, and unsafe conditions.
• Participate in accident and incident investigations.
• Assist in Root Cause Analysis (RCA).
• Track corrective and preventive actions until closure.

Emergency Response
• Participate in emergency response drills.
• Ensure emergency equipment is inspected and available.
• Coordinate with emergency response teams when required.
• Assist during emergency situations.

Maintain and update:
• Daily HSE Reports
• Safety Observation Reports
• Inspection Checklists
• Incident Reports
• Near Miss Reports
• Toolbox Talk Records
• PTW Records
• HSE Statistics
• Corrective Action Reports

Qualifications
• Diploma or Bachelor's Degree in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.

Experience
• Minimum 5 years of HSE experience in industrial, oil & gas, petrochemical, refinery, or maintenance projects.
• Minimum 3 years of experience on Saudi Aramco projects.
• Experience in maintenance and shutdown activities is preferred.

Mandatory Requirements
The candidate must possess:
• Valid Saudi Aramco Safety Officer Approval (Mandatory).
• Strong knowledge of Saudi Aramco HSE requirements.
• Experience working in operating industrial facilities.
• Experience implementing Permit-to-Work (PTW) systems.
• Experience conducting Job Safety Analysis (JSA) and Risk Assessments.

• Defensive Driving (Preferred)
• Valid Saudi Driving License (Preferred)
