Position Summary
The LOTO Controller is responsible for planning, implementing, monitoring, and controlling the Lockout/Tagout (LOTO) system to ensure the safe isolation of hazardous energy sources during construction, maintenance, testing, and commissioning activities. The role ensures compliance with client procedures, company HSE policies, and applicable international safety standards.
Key Roles & Responsibilities
Implement and manage the Lockout/Tagout (LOTO) program on site.
Verify proper isolation of electrical, mechanical, hydraulic, pneumatic, and other hazardous energy sources.
Issue, control, and maintain LOTO permits, lock registers, and isolation certificates.
Coordinate with Construction, Operations, Maintenance, and Commissioning teams for safe equipment isolation and restoration.
Ensure all locks, tags, and isolation devices are correctly installed and removed.
Conduct pre-job risk assessments and verify Zero Energy State before work begins.
Maintain LOTO logs, documentation, and records.
Perform regular inspections and audits of LOTO activities.
Investigate LOTO-related incidents and recommend corrective actions.
Conduct LOTO awareness training and toolbox talks for employees and contractors.
Ensure compliance with client requirements, company HSE procedures, OSHA standards, and project-specific LOTO procedures.
Participate in commissioning and shutdown activities requiring complex isolation plans.
Coordinate with Permit to Work (PTW) authorities to ensure safe execution of work.
Ensure unauthorized personnel do not remove locks or tags.
Support emergency response during abnormal isolation situations.
Required Skills
Strong knowledge of Lockout/Tagout (LOTO) procedures.
Good understanding of Permit to Work (PTW) systems.
Knowledge of electrical and mechanical isolation techniques.
Ability to read P&IDs, SLDs, and engineering drawings.
Excellent communication and coordination skills.
Strong documentation and reporting abilities.
Familiarity with HSE regulations and international safety standards.
Ability to work under pressure during shutdowns and commissioning activities.
Qualifications
Diploma or Bachelor's Degree in Electrical, Mechanical, Instrumentation, or a related Engineering discipline.
LOTO Certification (Preferred).
PTW Certification (Preferred).
OSHA, NEBOSH, IOSH, or equivalent HSE certification is an advantage.
Experience
5–7 years of industrial experience.
Minimum 3 years of experience as a LOTO Controller/Coordinator.
Experience in Oil & Gas, Petrochemical, Power Plant, Renewable Energy, or Industrial Projects.
Experience in testing & commissioning or shutdown projects is preferred.
Preferred Experience
Saudi Aramco, SABIC, SEC, NEOM, or major EPC project experience.
Familiarity with computerized LOTO management systems.
Strong understanding of commissioning and energization procedures.
