Job Purpose:The Project Development Engineer plays a pivotal role in identifying, evaluating, and securing new infrastructure projects (e.g., water/sewage networks, stormwater drainage, roads, power, and telecommunication grids) within Riyadh. This role involves conducting preliminary technical and financial feasibility studies, building strategic partnerships, and coordinating with local authorities to drive company growth and enhance market competitiveness in alignment with Saudi Vision 2030.
Key Responsibilities & Duties
Opportunity Identification & Market Intelligence:
Continuously scout and monitor upcoming infrastructure tenders in Riyadh via the "Etimad" platform and major developers (e.g., RCRC, Amanat Al-Riyadh, Ministry of Municipalities and Housing).Conduct initial technical and financial feasibility studies for targeted projects to assess viability and alignment with company capabilities.
Tender & Proposal Development:
Lead the preparation and compilation of Prequalification ($PQ$) documents for mega infrastructure projects.Develop comprehensive technical methodologies ($Methodology$ $Statements$) and execution plans complying with the Saudi Building Code ($SBC$) and Riyadh Urban Code.Collaborate closely with the Estimation and Costing department to formulate winning, commercially viable bidding strategies.Stakeholder & Relationship Management:
Represent the company in meetings with clients, government entities, and tier-1 consultancy firms in Riyadh.Establish and maintain strong relationships with subcontractors, local/international suppliers, and potential Joint Venture ($JV$) partners.Facilitate and follow up on early-stage permitting and regulatory approvals with relevant utility providers (e.g., NWC, SEC, Riyadh Municipality).
