## Position Summary
The HSE Officer is responsible for implementing and monitoring Health, Safety, and Environmental (HSE) programs to ensure all construction, installation, testing, and commissioning activities are carried out safely and in compliance with project specifications, client requirements, Saudi regulations, and international safety standards.

## Key Roles & Responsibilities
* Implement and enforce HSE policies, procedures, and project safety plans.
* Conduct daily site safety inspections and identify unsafe acts and conditions.
* Ensure compliance with Permit-to-Work (PTW) systems.
* Conduct Job Safety Analysis (JSA), Risk Assessments (RA), and toolbox talks.
* Monitor work activities including excavation, lifting operations, working at height, electrical work, confined space entry, and hot work.
* Ensure proper use of Personal Protective Equipment (PPE).
* Investigate incidents, near misses, and accidents, and prepare detailed reports.
* Raise and close safety observations and corrective actions.
* Monitor subcontractor compliance with HSE requirements.
* Ensure emergency response procedures and first aid facilities are maintained.
* Conduct HSE induction training for new employees and contractors.
* Maintain HSE records, inspection reports, permits, and documentation.
* Coordinate with clients, consultants, and project teams on HSE matters.
* Ensure compliance with environmental protection requirements and waste management procedures.
* Support testing and commissioning activities while maintaining safe work practices.

## Required Skills
* Strong knowledge of HSE regulations and construction safety.
* Experience with PTW systems, JSA, Risk Assessment, and Toolbox Talks.
* Knowledge of electrical safety and solar project hazards.
* Familiarity with lifting operations, working at height, and confined space procedures.
* Excellent incident investigation and reporting skills.
* Strong communication and leadership abilities.
* Proficiency in MS Office and HSE reporting.

## Qualifications
* Bachelor's Degree or Diploma in Engineering or a related field.
* **NEBOSH IGC** (Mandatory).
* IOSH Managing Safely (Preferred).
* OSHA 30-Hour Certification (Preferred).
* First Aid & Fire Fighting Training (Preferred).
* Saudi Council of Engineers (SCE) Registration (Preferred, if applicable).

## Experience
* **5–8 years** of HSE experience.
* Minimum **3 years** in **Utility-Scale Solar PV Projects**.
* Experience in construction, installation, testing, and commissioning activities.
* GCC/Saudi Arabia project experience preferred.

## Preferred Experience
* Utility-scale Solar PV projects (50MW+).
* Experience with EPC contractors such as **L&T, ACWA Power, Masdar, Belectric, Sterling & Wilson**, or other major renewable energy companies.
* Familiarity with Saudi Aramco, SEC, and international HSE standards.
### Requirements:
* Bachelor's Degree or Diploma
