1. Job Purpose: (1 or 2 sentences explaining why the job exists and what it needs to achieve)
To develop, implement, and govern the company's corporate Quality Assurance & Quality Control (QA/QC) strategy, policies, procedures, and Quality Management System (QMS) across all business lines — infrastructure business unit, equipment business unit, asphalt and concrete production, and crusher material-processing operations — ensuring that all works, materials, and products conform to client specifications, contractual obligations, Saudi codes and regulations, and international standards including ISO 9001.
To establish company-wide quality objectives and KPIs, and to prepare, explain, and present KPI-based dashboards, reports, and executive presentations to senior management and the CEO with clear, actionable recommendations as per the defined reporting schedule.
2. Principal Accountabilities: (the 6-9 main areas of responsibility)
Corporate Quality Strategy & Governance
1. Develop and lead the company's corporate QA/QC strategy, policies, procedures, and quality standards, ensuring alignment with business goals, contractual obligations, Saudi construction regulations, and international standards.
2. Establish, cascade, and monitor company-wide quality objectives, KPIs, and performance metrics across all business units — infrastructure construction, heavy equipment rentals, asphalt and concrete production, and crusher operations.
3. Lead and manage BUs, QA/QC teams, site QC engineers, inspectors, and laboratory staff across multiple project sites, batch plants, and crushers, determining staffing plans and budgets and fostering a culture of quality and accountability.
Quality Management System (QMS) & Project Quality Documentation
4. Develop, implement, and maintain the corporate QMS Manual, Project Quality Plans (PQPs), Inspection & Test Plans (ITPs), method statements, checklists, and job-specific quality procedures for all construction disciplines (earthworks, roadworks, structures, utilities, and asphalt/concrete works).
5. Review and approve material submittals, mix designs (asphalt and concrete), Work Inspection Requests (WIRs), Material Inspection Requests (MIRs), test reports, quality records, and project handover/close-out documentation.
6. Ensure implementation of quality control inspections and testing at defined hold, witness, and surveillance points throughout all construction phases, with full documentary evidence and traceability maintained.
Site Quality Control, Laboratory & Materials Testing
7. Oversee site QC activities and field/laboratory testing programs — including compaction and density testing, concrete sampling and cube/cylinder testing, asphalt extraction and Marshall testing, and aggregate gradation/quality testing from crushers — in line with project specifications and applicable standards (ASTM, AASHTO, BS, SASO, MOT requirements).
8. Ensure calibration and control of inspection, measuring, and test equipment, and oversee accreditation and performance of internal and third-party laboratories (ISO 17025).
9. Apply statistical quality control (SPC/SQC) to monitor product conformity of asphalt, concrete, and crushed/processed materials, initiating corrective actions for deviations from specifications.
Compliance, Audits & Certification
10. Ensure full compliance with client specifications, contractual obligations, consultant requirements, Saudi codes and regulations, and international standards including ISO 9001.
11. Plan and lead internal, external, supplier, and technical audits, management reviews, compliance assessments, and ISO certification and surveillance activities; close out audit findings within agreed timeframes.
Non-Conformance Management, CAPA & Continuous Improvement
12. Investigate quality issues, Non-Conformance Reports (NCRs), site observations, and customer complaints; lead root cause analyses and implement effective corrective and preventive actions (CAPA).
13. Develop and administer a unified tracking system for NCRs, CARs, audit findings, punch lists, and KPIs; drive continuous improvement initiatives to minimize rework, defects, waste, and cost of poor quality.
Supplier & Subcontractor Quality
14. Oversee supplier and subcontractor prequalification, capability assessments, approvals, and approved vendor lists; approve supplier quality plans (QAPs) and manage source, factory, and delivery inspections (FATs/SATs).
15. Coordinate with procurement, suppliers, and subcontractors to ensure materials, equipment, and workmanship meet specified quality requirements while maintaining a cost-effective supply chain.
Executive Reporting, KPI Dashboards & Presentations
16. Design and prepare KPI-based quality dashboards, reporting templates, and executive presentations for senior management and the CEO, covering quality KPIs, NCR trends, audit and inspection status, laboratory test conformity, supplier performance, rework, and cost of poor quality.
17. Explain and present quality performance reports to executive management and the CEO in a clear, actionable structure — highlighting key findings, root causes, risks, trends, and prioritized recommendations with owners and target dates — and follow up on agreed actions to closure.
18. Implement and manage digital quality tools, workflows, and data quality controls to monitor, analyze, and enhance quality performance across projects, plants, and business units.
People Management & Development
19. Manage and evaluate BUs QA/QC employees' performance with continuous feedback on their assigned tasks and provide development opportunities to maximize the potential and engagement of employees.
20. Manage the talent pipeline through effective utilization of employee development programs, mentoring programs, career planning, and succession planning.
21. Train and mentor site BUs QC teams and operational staff on quality standards, inspection and testing best practices, and quality awareness across all project phases.
Policies, Processes & Procedures
22. Ensure compliance with all relevant quality management policies, procedures, and controls across the organization in order to guarantee delivery quality, legislative compliance, and a responsible quality-focused attitude.
