The same logic runs through the housing. Two shafts have to sit at a specific centre distance, with their bores parallel and axially aligned. Get the centre distance wrong by a few hundredths and the backlash is out. Get the parallelism wrong and the teeth contact at one end of the face instead of across it, concentrating the load where the gear was never designed to carry it. Neither error is visible on a gear inspection report, because neither is a gear problem.
