Position Summary

The Senior Facility Planning Engineer is responsible for providing comprehensive facilities planning support across all project planning phases, from strategic and master planning through project execution and closeout. The role ensures alignment of facilities development initiatives with AGOC business objectives, Saudi Aramco standards, corporate planning frameworks, and infrastructure development requirements.

The incumbent will lead feasibility assessments, facility master planning activities, conceptual engineering studies, project initiation documentation, and coordination with multidisciplinary stakeholders including AGOC, KJO, engineering teams, and Saudi Aramco representatives.

Key Responsibilities
Strategic & Master Planning
Develop, maintain, and periodically update AGOC's Facilities Master Plan.
Assess current and future infrastructure requirements for industrial and non-industrial facilities.
Identify facility development opportunities to support operational growth and long-term business objectives.
Ensure facilities planning activities are aligned with Saudi Aramco planning methodologies and AGOC strategic goals.
Conduct gap analyses and recommend infrastructure improvements.
Business Planning Support
Provide technical planning input for preparation of AGOC One-Year Operating Plans.
Support the development of Five-Year Business Plans and long-range capital investment programs.
Prepare planning reports, forecasts, and budgetary recommendations for facility-related projects.
Conceptual Planning & Feasibility Studies
Lead development of conceptual scopes of work for new facilities and facility upgrades.
Conduct feasibility studies, option evaluations, site assessments, and infrastructure analyses.
Evaluate land-use requirements, utility demands, and existing facility constraints.
Develop preliminary capital cost estimates and project schedules.
Recommend optimal facility development strategies.
Project Initiation & DBSP Development
Support preparation and review of Design Basis Scoping Papers (DBSPs).
Develop Project Charters, Project Proposal Documents, and initiation packages.
Ensure project scopes are aligned with approved facilities master plans and business objectives.
Facilitate project justification and approval processes.
Engineering Coordination
Coordinate with multidisciplinary engineering teams including Civil, Structural, Mechanical, Electrical, Instrumentation, and Process Engineering disciplines.
Participate in technical reviews and ensure design compliance with project objectives.
Liaise with AGOC departments, KJO stakeholders, and Saudi Aramco representatives regarding facility planning matters.
Review engineering deliverables for consistency with approved planning requirements.
Project Execution & Planning Oversight
Monitor facility projects during execution to ensure alignment with approved plans.
Review project progress, design changes, and scope modifications.
Evaluate the impact of project changes on facility master plans and future infrastructure requirements.
Provide management with planning recommendations and project status reports.
Support project risk identification and mitigation strategies.
Project Closeout & Continuous Improvement
Ensure project closeout documentation is properly completed and integrated into facility planning records.
Capture lessons learned from executed projects and incorporate findings into future planning activities.
Update facilities master plans following project completion.
Maintain planning databases, facility records, and infrastructure development documentation.
Stakeholder Reporting & Compliance
Support AGOC reporting requirements related to facilities planning and infrastructure development.
Coordinate with KJO on facility-related project reviews and planning initiatives.
Ensure compliance with Saudi Aramco Engineering Standards (SAES), engineering procedures, and corporate governance requirements.
Prepare technical presentations, reports, and planning updates for management review.
Minimum Qualifications
Bachelor's Degree in Engineering (Civil, Mechanical, Electrical, Industrial, Architecture, or related Engineering discipline).
Master's Degree in Engineering Management, Project Management, or Facilities Management is preferred.
Professional Engineering registration is an advantage.
Experience Requirements
Minimum 10 years of engineering experience.
Minimum 5 years of direct Facilities Planning experience within Saudi Aramco or any of its affiliates.
