The Construction & Camp Facilities Site Security Manager is responsible for the overall security, protection, access control, emergency preparedness and security operations of the construction project, workforce accommodation camps, offices, warehouses, utilities, recreational areas, parking facilities and associated assets.

The position ensures a safe, secure and controlled environment for employees, residents, visitors, contractors, suppliers, vehicles, equipment, materials and company property while maintaining effective coordination with Project Management, Facilities Management, HSE, HR, Logistics, subcontractors and relevant authorities.

Overall Security Management
• Develop, implement and maintain a comprehensive Security Management Plan covering the construction site and camp facilities.
• Manage all security operations across project and accommodation facilities.
• Conduct security risk assessments and vulnerability assessments.
• Establish security procedures, post orders, access-control procedures, patrol schedules, and emergency response protocols.
• Ensure continuous security coverage for critical areas and high-risk locations.
• Monitor security performance and implement continual improvements.

Construction Site Security
• Control and monitor all construction site access and exit points.
• Prevent unauthorized access, trespassing, theft, vandalism, sabotage and unauthorized photography or recording where applicable.
• Protect construction materials, machinery, tools, fuel, vehicles, equipment, temporary facilities and project assets.
• Monitor contractor and subcontractor personnel movement.
• Control delivery vehicles, material movement, equipment entry/exit and visitor access.
• Conduct regular perimeter and internal security inspections.
• Ensure adequate lighting, fencing, barriers, gates, CCTV, alarms and other security measures.

Camp Facilities Security
• Manage security operations for worker accommodation camps and associated facilities.
• Control access to accommodation blocks, dining facilities, recreation areas, offices, stores, parking areas and utility facilities.
• Maintain appropriate visitor and resident access-control procedures.
• Monitor camp entrances, exits, common areas and perimeter zones.
• Prevent unauthorized visitors, theft, violence, property damage and disturbances.
• Support the Facilities Management team in maintaining a safe and orderly camp environment.
• Coordinate security arrangements during employee movements, special events, inspections and VIP visits.
• Monitor compliance with camp rules and security requirements.

Security Personnel Management
• Manage Security Supervisors, Security Guards, Control Room Operators and other assigned security personnel.
• Prepare duty rosters, shift schedules, manpower deployment plans and post assignments.
• Conduct daily briefings and security toolbox meetings.
• Ensure guards understand and follow approved post orders and procedures.
• Monitor attendance, discipline, appearance, performance and conduct of security personnel.
• Conduct regular performance assessments and recommend training or corrective action.
• Ensure sufficient manpower coverage for all approved security posts.

Access Control & Identification
• Establish and manage employee, resident, visitor, contractor, supplier and vehicle access procedures.
• Implement ID card, access badge, visitor pass and vehicle permit systems.
• Maintain accurate access and visitor records.
• Verify personnel authorization before granting access.
• Control movement of high-value materials, equipment, tools, and company property.
• Immediately report suspicious or unauthorized activities.

CCTV & Security Control Room
• Manage the security control room and CCTV monitoring operations.
• Ensure CCTV cameras, recording systems, access-control systems, alarms, radios and communication equipment remain operational.
• Establish monitoring procedures for critical areas.
• Maintain security logs and incident records.
• Ensure security footage and records are properly retained and protected.
• Escalate system failures and coordinate corrective actions with the relevant technical teams.

Emergency & Incident Management
• Develop and maintain security emergency response procedures.
• Coordinate security response for fire, evacuation, theft, violence, unauthorized entry, civil disturbance, missing persons, accidents and other emergencies.
• Support the site's Emergency Response Team and evacuation procedures.
• Establish emergency communication and escalation procedures.
• Coordinate with HSE, Facilities Management, medical teams and other authorities when required.
• Lead or support security investigations.
• Prepare detailed incident and investigation reports.
• Implement corrective and preventive actions following incidents.

Camp Discipline & Community Management
• Support camp management in maintaining discipline and compliance with accommodation rules.
• Respond professionally to disputes, disturbances, complaints and conflicts within the camp.
• Coordinate with HR and Camp Management regarding serious behavioural or security incidents.
• Maintain confidentiality when handling sensitive incidents.
• Promote a respectful, safe and professional living environment.

Asset & Loss Prevention
• Develop procedures to minimize theft, loss, damage and unauthorized removal of assets.
• Monitor stores, warehouses, workshops, fuel areas and high-value equipment locations.
• Verify authorization for materials and equipment leaving the site.
• Investigate reported losses and suspicious activities.
• Maintain loss-prevention records and recommend improvements.

Security Risk Management
• Maintain a Security Risk Register for construction and camp facilities.
• Identify potential security threats and vulnerabilities.
• Assess risks associated with workforce movements, contractors, visitors, surrounding areas and project activities.
• Recommend appropriate mitigation measures.
• Conduct periodic security audits and inspections.
• Track and close security-related corrective actions.

Coordination with Authorities
• Maintain professional relationships with relevant government and security authorities.
• Coordinate authorities when required.
• Support official inspections and investigations.
• Ensure project security arrangements comply with applicable Saudi regulations and client requirements.

Reporting & Documentation
Prepare and submit:
