Job Summary

The Safety Officer is responsible for implementing and monitoring Health, Safety, and Environmental (HSE) policies and procedures to ensure a safe workplace. The role includes conducting safety inspections, risk assessments, training programs, incident investigations, and ensuring compliance with Saudi Arabian regulations, client requirements, and international HSE standards.

Key Responsibilities
Safety Management
Implement company HSE policies, procedures, and safety programs.
Ensure compliance with Saudi Aramco, SASREF, SEC, SABIC, Royal Commission, and other client safety requirements as applicable.
Conduct daily site safety inspections and audits.
Identify workplace hazards and recommend corrective actions.
Monitor work activities to ensure safe work practices are followed.
Permit to Work (PTW)
Verify Permit to Work (PTW) requirements before commencing activities.
Ensure all required permits are obtained for:
Hot Work
Cold Work
Excavation
Confined Space Entry
Working at Heights
Electrical Isolation / LOTO
Risk Assessment
Conduct Job Safety Analysis (JSA) / Job Hazard Analysis (JHA).
Participate in risk assessments and method statement reviews.
Ensure suitable control measures are implemented.
Incident Investigation
Investigate accidents, incidents, near misses, and unsafe conditions.
Prepare incident reports and corrective action plans.
Maintain incident records and statistics.
Training & Awareness
Conduct new employee safety induction.
Deliver toolbox talks and safety meetings.
Promote safety awareness campaigns and initiatives.
Educate workers on safe work practices and emergency procedures.
Emergency Preparedness
Participate in emergency response planning and drills.
Ensure emergency equipment is available and inspected.
Coordinate with emergency response teams during incidents.
Documentation & Reporting
Maintain HSE records, inspection reports, and training records.
Prepare daily, weekly, and monthly HSE reports.
Track corrective actions and ensure timely closure.
Personal Protective Equipment (PPE)
Ensure proper selection and use of PPE.
Conduct PPE inspections and enforce compliance.
Required Qualifications
Diploma or Bachelor's Degree in Safety, Engineering, Occupational Health, or related field.
NEBOSH IGC (Mandatory/Preferred).
IOSH Managing Safely or equivalent.
First Aid and Fire Fighting Training Certificates.
Valid Saudi Driving License (Preferred).
Experience Requirements
Minimum 5 years of HSE experience in KSA.
Experience in Construction, Electrical, Industrial, Oil & Gas, Petrochemical, or Maintenance Projects.
Familiarity with Saudi Aramco Work Permit System and HSE requirements is highly preferred.
Experience conducting inspections, audits, and incident investigations.
Skills & Competencies
Strong knowledge of HSE regulations and standards.
Excellent communication and interpersonal skills.
Ability to prepare reports and maintain documentation.
Knowledge of risk assessment techniques.
Good leadership and problem-solving skills.
Computer proficiency in MS Office (Word, Excel, PowerPoint).
