Green Energy Open access developers can assess UPERC’s treatment of banking and network charges for SAEL Solar P6’s captive project. The regulator rejected unrestricted banking and a complete waiver of banking, transmission and wheeling costs. SAEL’s remaining route is to seek a separate policy decision from the state government rather than additional project-specific relief from UPERC.
