Green Energy Open access developers can assess UPERC’s treatment of banking and network charges for SAEL Solar P6’s captive project. The regulator rejected unrestricted banking and a complete waiver of banking, transmission and wheeling costs. EnergylineIndia.com notes that Uttar Pradesh policy continues to provide a 50% exemption from transmission and wheeling charges. This Green Energy Open access classified summary confirms that captive generators must account for remaining network costs when modelling delivered-power economics. The Commission also stated that captive generating capacity is not itself capped at 125% of consumer contract demand, although injection cannot exceed sanctioned open-access capacity. Full exemption would have transferred unrecovered network costs to other consumers. SAEL’s remaining route is to seek a separate policy decision from the state government rather than additional project-specific relief from UPERC.
