UPCL Invites BESS Projects Bids For 36 MW/90 MWh Cluster A Storage

UPCL’s BESS Projects opportunity covers 36 MW/90 MWh of standalone storage across eight substations in Rudrapur, Kashipur, Haldwani and Pithoragarh. The BESS Projects procurement follows a build-own-operate structure with a 12-year BESPA and one levelised monthly capacity charge. Developers must deliver 2.5-hour storage, up to two daily cycles, minimum 95% annual availability and 85% monthly AC-to-AC efficiency. BESS Projects bidders require Rs 3.61 crore EMD, Rs 11.34 crore PBG, Rs 54.15 crore minimum average annual turnover and Rs 36.10 crore liquidity support. Energy storages solutions participants carry financing, civil works, equipment, 33 kV connectivity, SCADA, augmentation, cybersecurity, maintenance and battery disposal obligations. UPCL provides substation land through Right of Use. Pre-bid clarification specifies LiFePO4 technology and permits direct 33 kV evacuation. The revised submission deadline is September 22, 2026.
