Normally, the process is:
Opportunity → Buyer Review → Site/Material Inspection → Quotation → Seller Acceptance → Purchase / Project Execution
I do not promise a seller that a deal will happen before the buyer has properly inspected, evaluated, and confirmed the opportunity.
