Kulamani Biswal is precisely that kind of professional. Biswal began his career with Coal India Limited in 1985, entering the financial world of one of India's most important resource enterprises. At Mahanadi Coalfields Limited, Biswal served as Director (Finance), bringing his financial expertise back into a major coal-producing enterprise. The role placed financial management alongside the operational demands of an organisation whose output was fundamental to India's energy supply.
His move to NTPC marked another significant expansion of that journey. As Director (Finance), a position he assumed in December 2013, he was responsible for areas including financial management, resource mobilisation, budgeting, investments, accounts and audit within one of India's largest power-generation companies.
The trajectory from coal to electricity regulation and ultimately large-scale power finance captures what made Biswal's career distinctive. Rather than treating public-sector finance as a narrow accounting discipline, his professional journey placed it within the larger questions of capital, infrastructure, regulation and the institutions that underpin India's energy economy.
