Job Description

We are seeking an experienced Procurement Engineer – MEP & Civil with a minimum of 15 years of Gulf experience to manage and coordinate procurement activities for MEP and Civil construction projects.

The successful candidate will be responsible for sourcing materials, evaluating suppliers, obtaining competitive quotations, negotiating commercial terms, preparing purchase orders, monitoring deliveries, and ensuring that materials and equipment are procured in accordance with project specifications, approved schedules, budgets, and quality requirements.

Key Responsibilities
Manage procurement activities for Civil, Mechanical, Electrical, Plumbing, HVAC, Fire Fighting, and related MEP works.

Review project specifications, BOQs, drawings, material submittals, and procurement requirements.

Prepare and maintain detailed procurement schedules and material tracking logs.

Identify suitable local and international suppliers and manufacturers.

Obtain and evaluate technical and commercial quotations.

Prepare comparison statements and make procurement recommendations.

Negotiate prices, payment terms, delivery periods, warranties, and other commercial conditions.

Prepare and process purchase orders and subcontracts in accordance with company procedures.

Coordinate with Engineering, Project Management, QA/QC, Construction, Finance, and Stores departments.

Ensure timely procurement of long-lead materials and equipment.

Monitor supplier production, inspection, dispatch, and delivery schedules.

Follow up with suppliers to avoid delays that could affect project completion.

Verify that procured materials comply with approved specifications, drawings, standards, and project requirements.

Coordinate technical evaluations and material approvals with the Engineering/Technical team.

Maintain supplier and subcontractor databases and evaluate supplier performance.

Assist in identifying alternative materials/suppliers where required, subject to technical approval.

Monitor procurement costs and support cost-control objectives.

Resolve procurement, delivery, quality, and commercial issues with suppliers.

Maintain proper procurement documentation, records, and reports.

Ensure compliance with company procurement policies and project contractual requirements.

Required Qualifications & Experience
Bachelor's degree in Mechanical, Electrical, Civil Engineering, or related discipline.

Minimum 15 years of relevant procurement experience, including substantial Gulf/GCC experience.

Experience in defense, military, security, or other high-security projects is highly preferred.

Proven experience procuring MEP and Civil materials, equipment, systems, and services for defense projects, military facilities, secure compounds, or restricted-access facilities is an advantage.

Strong knowledge of local and regional Gulf suppliers and markets.

Experience handling long-lead items and project-critical materials.

Familiarity with procurement processes involving confidential projects, security requirements, approved vendors, restricted materials/equipment, and stringent compliance procedures.

Ability to read and understand drawings, specifications, BOQs, and technical documentation.

Strong negotiation, communication, coordination, and commercial skills.

Proficiency in MS Office and procurement/ERP systems.
