UTILITIES MANAGER - (Power, Water, Fuel, Sewage And Waste)

We are looking for an experienced Utilities Manager to lead the uninterrupted provision, operation, maintenance and management of site utilities for a major project in the Tabuk/Umluj region.

The role will oversee power generation, electrical distribution, water supply, fuel, sewage/wastewater, waste management and utility maintenance across mainland and offshore facilities.

Key Responsibilities
Manage temporary and permanent utility systems throughout the construction and operational phases.
Oversee generators, electrical distribution, temporary/solar lighting, protection and earthing systems.
Ensure uninterrupted power supply and effective preventive maintenance of generators.
Manage potable and construction water supply, including storage, tanker operations and RO plant interfaces.
Ensure water quality, testing, tank cleaning, disinfection and chlorination requirements are maintained.
Manage sewage collection, wastewater and STP operations, including treatment and discharge compliance.
Oversee bulk fuel supply, storage, dispensing, consumption monitoring and reconciliation.
Manage construction and hazardous waste collection, segregation, transportation and disposal in accordance with KSA requirements.
Implement and maintain CMMS, preventive maintenance programmes, work orders, asset records and helpdesk systems.
Manage utility-related HSE, environmental compliance, permits, isolations, LOTO and emergency response.
Lead and develop a multidisciplinary utilities team covering electricians, technicians, STP operators, tanker drivers and waste-handling personnel.
Coordinate with contractors, consultants, logistics teams, marine operations, suppliers and relevant authorities.
Monitor utility consumption, availability, costs, KPIs and contractual service levels.
Prepare daily/monthly utility reports covering power, water, fuel, sewage, waste, maintenance, incidents and outstanding works.
Support project mobilisation, transition, commissioning and eventual handover of utility assets.

Requirements
Bachelor’s Degree in Electrical, Mechanical, Building Services Engineering or a related discipline.
Minimum 10 years of relevant experience, preferably in utilities, facilities management, infrastructure or large-scale construction projects.

Proven experience managing temporary and permanent utilities on large or remote projects.
Strong experience in power generation, generators and LV electrical distribution.
Experience with potable water, RO systems, water tankering and storage systems.
Experience in sewage, wastewater and STP operations.
Experience in bulk fuel management, storage, dispensing and reconciliation.
Experience in construction/hazardous waste management and licensed disposal.
Working knowledge of CMMS and preventive maintenance systems.
Familiarity with SFG20, Saudi Building Codes and KSA regulations.
NEBOSH/IOSH or equivalent HSE qualification is preferred.
Electrical safety / Authorised Person certification is an advantage.
Strong contractor, stakeholder and team-management skills.
Excellent English communication skills; Arabic is an advantage.
Previous KSA/GCC project experience preferred.
Valid Saudi driving licence preferred/required.

The ideal candidate should have hands-on experience managing 24/7 utility operations rather than purely construction/project-management experience.
