The Site Delivery Project Manager / Delivery Lead is the single point of accountability for on-site delivery of ELV & ICT systems integration projects — CCTV, Access Control & Perimeter Security, Gates & Barriers (HVM), Structured Cabling, IP Network & Wi-Fi, PA/GA, Intercom and BMS integration. The role owns schedule, quality, safety, cost and client relations during the site phase, driving installation, testing & commissioning, inspection and final handover per contract, achieving first-pass acceptance and client satisfaction targets, and supporting progress billing and warranty obligations.
2. KEY RESPONSIBILITIES
Site Delivery & Schedule Management
Own the site Master Delivery Schedule, rolling weekly/monthly plans and resource plans; track milestones, identify deviations and lead recovery actions;
Sequence installation and integration across all ELV/ICT subsystems; manage interfaces with Civil, MEP and specialist contractors; chair daily toolbox talks and weekly progress meetings.
Quality Assurance & Documentation (QA/QC)
Execute Inspection & Test Plans (ITP) per specifications and applicable standards; manage material submittals, concealed work inspections and witness/hold points;
Drive approval of shop drawings, submittals, test packs, as-built drawings and O&M manuals; lead SAT/FAT, punch-list closure, system handover and operator training.
Health, Safety & Environment (HSE)
Implement client/employer HSE systems (PPE, PTW, LOTO, working at height) for a zero-incident site; conduct JSA/TRA risk assessments and safety inductions.
Cost, Commercial & Contract Support
Approve site instructions and day works; initiate Variation Orders; support Interim Payment Certificates (IPC) documentation and collections;
Manage subcontractor site performance and settlement; record delay events with contemporaneous records to support claims and defenses.
Client & Stakeholder Management
Serve as on-site interface with Client, Consultant/PMC, Main Contractor and Supervision; manage inspections, correspondence and MOM actions to closure;
Resolve on-site complaints and technical queries; grow client relationships and identify additional-order opportunities; support DLP response after handover.
Team & Resource Management
Build, roster and develop the site delivery team; coordinate internal design/procurement/commissioning support; manage local manpower per Saudi labor regulations, Saudization (Nitaqat) and Iqama requirements.
3. QUALIFICATIONS
Education: Bachelor's degree in Electrical / Electronics & Communication / Automation / Computer Engineering or related disciplines;
Experience: 8+ years in ELV/ICT, including 5+ years managing site delivery of large systems integration projects (contract value ≥ SAR 25M preferred); prior Saudi/GCC delivery experience on smart cities, campuses, data centers, venues or compounds strongly preferred;
Systems: Expertise in at least three ELV/ICT subsystems (CCTV, Access Control, Structured Cabling, Networking/WLAN, PA/Intercom, BMS) with knowledge of mainstream brands (Hikvision, Honeywell, Bosch, Came/FAAC, Cisco/Huawei/Aruba); Huawei full-stack ICT delivery experience an advantage;
Certification: PMP / PRINCE2, or HCIP/HCIE, CCNP, BICSI RCDD, NEBOSH/IOSH are strong advantages;
Languages: Fluent English (correspondence, reports, meetings) and fluent Arabic (communication with local authorities, clients and manpower on site);
Tools & Codes: Proficient in MS Project / Primavera P6 and AutoCAD; familiar with FIDIC/NEC contract administration and Saudi local requirements — CITC telecom cabling regulations and contractor licensing, HCIS security certification, and Civil Defense acceptance;
Other: Strong leadership and cross-cultural communication in multinational teams under high-pressure site conditions; valid Saudi driving license and willingness to travel between sites.
