Business Development Manager – Manpower Supply & Contracting
Department: Business Development & Sales
Job Location: Saudi Arabia
Reports To: General Manager / Managing Director

1. Job Purpose
The Business Development Manager will be responsible for identifying new business opportunities, developing and maintaining client relationships, securing manpower supply and subcontracting contracts, and achieving the company's revenue and profitability targets.
The role focuses on expanding the company's presence among major Oil & Gas operators, EPC contractors, engineering companies, industrial clients, and subcontractors across Saudi Arabia.
2. Key Responsibilities
A. Business Development & Client Acquisition
Identify and develop new business opportunities in the Oil & Gas, petrochemical, offshore, onshore, construction, and industrial sectors.
Establish and maintain relationships with key decision-makers, including procurement managers, project managers, HR managers, manpower coordinators, and subcontracting managers.
Approach major EPC contractors, Aramco-related projects, industrial companies, and other potential clients for manpower supply opportunities.
Arrange client meetings, business presentations, and company introductions.
Develop new accounts and expand existing client relationships to secure long-term business.
B. Manpower Requirements & Recruitment Coordination
Obtain manpower requirements, project details, job descriptions, quantities, mobilization schedules, and contract durations from clients.
Coordinate with the recruitment and operations teams to provide qualified and approved personnel within the required timelines.
Develop business opportunities for skilled, semi-skilled, and professional manpower, including:
Welders, pipe fitters, fabricators, and millwrights.
Riggers, scaffolders, and scaffolding supervisors.
QC inspectors, QA/QC personnel, and welding inspectors.
HSE officers and safety supervisors.
Engineers, supervisors, technicians, and project management personnel.
Offshore and onshore project manpower.
C. Tendering, Quotations & Contract Negotiation
Review RFQs, tenders, inquiries, and requests for manpower quotations.
Prepare commercial proposals, quotations, rate sheets, and technical submissions in coordination with the relevant departments.
Negotiate hourly manpower rental rates, monthly rates, payment terms, contract duration, mobilization costs, and other commercial conditions.
Coordinate with the estimation and finance teams to ensure competitive pricing and acceptable profit margins.
Follow up on submitted quotations and convert inquiries into confirmed purchase orders and contracts.
D. Client Relationship Management
Maintain regular contact with existing clients and identify opportunities for repeat business.
Conduct client visits and meetings to understand upcoming project requirements.
Ensure timely follow-up on pending inquiries, quotations, purchase orders, and manpower mobilization.
Address client concerns and coordinate with operations to maintain customer satisfaction.
Build long-term relationships that support recurring manpower requirements.
E. Market Research & Competitor Analysis
Monitor upcoming projects, tenders, shutdowns, maintenance contracts, and manpower requirements across Saudi Arabia.
Track market rates, competitor pricing, client preferences, and industry developments.
Identify new sectors, projects, and geographical markets for business expansion.
Maintain a database of prospective clients, ongoing projects, key contacts, and business opportunities.
F. Sales Pipeline & Reporting
Develop and implement a business development plan to achieve monthly and annual targets.
Maintain a sales pipeline covering new inquiries, quotations, negotiations, awarded contracts, and expected revenue.
Submit weekly and monthly business development reports to management.
Maintain accurate client contact records and follow-up schedules.
Forecast manpower demand, potential contract value, and expected business revenue.
G. Contract & Payment Follow-up
Coordinate with operations and finance teams regarding contract execution, timesheet approvals, invoicing, and outstanding payments.
Monitor client payment terms and support timely collection of overdue receivables.
Ensure commercial commitments and agreed contractual conditions are communicated to the relevant departments.
Support contract renewals, rate revisions, and extensions.
3. Key Performance Indicators (KPIs)
Performance will be evaluated based on:
Number of new clients acquired.
Number and value of manpower supply contracts secured.
Monthly and annual sales revenue achieved.
Gross profit and profitability of secured contracts.
Number of qualified client meetings and new business inquiries.
Quotation-to-contract conversion rate.
Value of the active sales pipeline.
Repeat business and client retention.
Timely follow-up on quotations and payment collection.
Successful coordination of awarded contracts and manpower mobilization.
4. Qualifications & Experience
Bachelor's degree in Business Administration, Marketing, Engineering, or a related field; relevant industry experience may be considered.
Minimum 5–8 years of experience in business development, sales, or client relationship management in manpower supply, contracting, or industrial services.
Proven experience securing manpower supply contracts or subcontracting opportunities in Saudi Arabia.
Strong knowledge of the Oil & Gas, EPC, petrochemical, industrial, and construction sectors.
Existing relationships with client procurement, project management, HR, and subcontracting teams will be an advantage.
Experience with RFQs, tenders, commercial negotiations, quotations, and contract management.
5. Required Skills
Excellent communication, presentation, negotiation, and client management skills.
Strong networking and lead-generation capabilities.
Ability to identify business opportunities and convert them into profitable contracts.
Good understanding of manpower rental rates, commercial terms, and project mobilization requirements.
Proficiency in Microsoft Excel, Word, PowerPoint, and CRM or sales-tracking systems.
Ability to work independently, manage multiple opportunities, and meet sales targets.
Fluency in English is required; Arabic is an advantage.
