# Job Description: HR & Procurement Officer

**Position:** HR & Procurement Officer

## Job Summary
The HR & Procurement Officer will be responsible for managing human resources activities, government-related transactions, employee coordination, contract preparation and administration, and purchasing operations. The role requires strong organizational and communication skills to ensure smooth daily administrative operations, compliance with company policies and applicable government requirements, and timely procurement of materials and services.

## Key Responsibilities

### 1. Human Resources & Employee Relations
- Handle employee inquiries, concerns, requests, and day-to-day HR matters.
- Coordinate recruitment activities, including arranging interviews, communicating with candidates, and preparing employment offers.
- Prepare and maintain employee records, employment documents, attendance records, and leave records.
- Prepare employment contracts, salary certificates, warning letters, and other HR-related documents.
- Coordinate employee onboarding, renewals, resignations, and exit procedures.
- Communicate company policies, procedures, and management instructions to employees.
- Assist in resolving employee concerns and maintaining professional workplace relations.

### 2. Government Relations & Documentation
- Handle government-related transactions, applications, renewals, and document submissions.
- Coordinate with relevant government authorities regarding employee permits, registrations, licenses, and other company requirements.
- Monitor the validity and renewal dates of company licenses, employee documents, and official registrations.
- Prepare, submit, and follow up on government forms, applications, and supporting documents.
- Maintain organized records of official documents, approvals, and correspondence.
- Ensure timely completion of government requirements in accordance with applicable regulations.

### 3. Contracts & Administrative Support
- Prepare, review, organize, and maintain employment contracts, supplier agreements, service agreements, and other company documents.
- Track contract validity, renewal dates, and required approvals.
- Coordinate with management, employees, suppliers, and relevant parties regarding contract-related matters.
- Handle official correspondence, letters, and other administrative documentation.
- Maintain proper filing systems for physical and digital records.
- Provide general administrative support to management as required.

### 4. Purchasing & Procurement
- Handle purchasing requests for office supplies, construction materials, equipment, tools, and other company requirements.
- Source suppliers, request quotations, compare prices, and evaluate delivery schedules.
- Prepare purchase orders and coordinate approvals before placing orders.
- Follow up with suppliers regarding order confirmation, delivery, and outstanding items.
- Coordinate with project and site teams to confirm material specifications, quantities, and delivery requirements.
- Maintain supplier records, quotation comparisons, purchase orders, invoices, and delivery documents.
- Monitor purchasing expenses and ensure purchases are within approved budgets.
- Build and maintain professional relationships with suppliers to obtain competitive prices and reliable service.

### 5. General Responsibilities
- Coordinate effectively with management, employees, project teams, suppliers, and government representatives.
- Ensure confidentiality of employee information, company documents, and purchasing records.
- Monitor deadlines and follow up on pending applications, contracts, purchases, and administrative tasks.
- Perform other related duties as assigned by management.

## Qualifications & Requirements
- Diploma or Bachelor's degree in Human Resources, Business Administration, Supply Chain Management, or a related field.
- Previous experience in HR administration, procurement, government transactions, or general administration is preferred.
- Knowledge of Bahrain government procedures and online government portals is an advantage.
- Familiarity with employment documentation, contract administration, and procurement processes.
- Good written and verbal communication skills in English; Arabic is an advantage.
- Proficiency in Microsoft Office and digital document management systems.
- Strong organizational, negotiation, coordination, and problem-solving skills.
- Ability to handle multiple responsibilities, meet deadlines, and maintain confidentiality.
