Leap Networks Arabia is a telecom and ICT systems integrator delivering projects for oil & gas, utilities, giga-projects and industrial clients across Saudi Arabia. We are looking for a senior Proposal Engineer to own the technical and commercial response to RFPs/RFQs for low current, ELV and telecom scopes.
What you’ll do
Lead end-to-end proposal preparation for telecom/ELV bids: RFP analysis, scope definition, compliance matrices, technical write-ups, BoQ/MTO and pricing build-up
Design and specify solutions across structured cabling, fibre and copper networks, CCTV/VSS, access control, intrusion, PAGA, fire alarm, BMS integration, data networks and radio/wireless systems
Prepare technical bid clarifications, deviation lists and responses to client/consultant queries
Source and negotiate supplier/subcontractor quotations; consolidate into a competitive, compliant offer
Produce prequalification documents, method statements and project reference material
Coordinate with engineering, procurement and project teams during handover to execution
Support client presentations and clarification meetings
What we’re looking for
Bachelor’s degree in Electrical, Electronics, Telecommunications or a related engineering discipline
15+ years’ experience in proposals/estimation for low current, ELV and telecom systems, ideally with a systems integrator or EPC contractor
Strong track record with Saudi Aramco, SABIC, SEC, NEOM/giga-project or similar client standards (SAES/SAMSS familiarity a strong plus)
Hands-on knowledge of relevant codes and standards (TIA/EIA, ISO/IEC 11801, NFPA 72, IEC)
Proven ability to build BoQs, cost estimates and compliance statements from drawings and specifications
Excellent technical writing in English; Arabic is an advantage
Proficiency in MS Office, AutoCAD/Visio and estimation tools
Based in or willing to relocate to the Eastern Province; transferable iqama preferred
