Old WhatsApp Chat Recovery, Without Back-up

Could you please check and advise is there any way to recover deleted, cleared whatsapp chats from any mobile (sender or receiver). One mobile can access other mobile may need to hack and access. you can quote the required service charges. chats are between, 2020 to 2023.
