Job Responsibilities:

1. Be responsible for the overall organization, coordination, and management of centralized procurement activities, and lead the centralized material technical submittal and procurement of major and long-lead items for company projects.
2. Organize and prepare the overall, stage-wise, and monthly execution plans for centralized procurement based on project delivery targets, construction schedules, and material requirements, and supervise their implementation.
3. Coordinate procurement engineers of different disciplines in carrying out material technical submittal and procurement activities, and allocate procurement resources for electrical, mechanical, civil, and architectural packages in a reasonable manner.
4. Organize market inquiry, supplier comparison, commercial evaluation, and procurement decision-making in accordance with procurement methods such as request for quotation and invited tendering, ensuring compliance, transparency, and efficiency.
5. Organize inquiry, preliminary supplier screening, and establishment of supplier shortlists before technical submittals are submitted, and coordinate the subsequent material approval process.
6. Coordinate internal and external interfaces among project engineering, commercial, material, quality teams, and suppliers, and ensure efficient linkage among approval, procurement, production, transportation, delivery, acceptance, and document handover.
7. Organize supplier sourcing, market research, prequalification, supplier assessment, and performance evaluation, and continuously optimize the qualified supplier system.
8. Review commercial terms, contract conditions, negotiation strategies, and draft contracts for major procurement packages, organize contract negotiations, and facilitate contract approval and execution.
9. Supervise contract performance and organize follow-up on production, shipment, customs clearance, delivery, acceptance, and document handover to ensure controlled contract execution.
10. Establish, improve, and regularly update the approved supplier database, material unit price database, and procurement registers, and promote digital, standardized, and data-driven procurement management.
11. Organize procurement cost analysis, price benchmarking, and market trend assessment, and provide support for project cost control, procurement strategy optimization, and management decision-making.
12. Organize material inquiry, cost estimation, and pricing support during the tender stage, and provide basic data and professional recommendations for bidding and pre-project planning.
13. In view of the actual conditions of Saudi projects, closely monitor vendor lists, localization requirements, Mostadam requirements, material standards, market supply-demand changes, and supply chain risks, and propose corresponding procurement strategies.
14. Be responsible for team building, task allocation, work guidance, and process control, and continuously improve team efficiency and project service capability.
15. Complete other management tasks assigned by the company and senior management.

Job Requirements:

1. Bachelor’s degree or above in Engineering Management, Supply Chain Management, Procurement Management, Mechanical/Electrical Engineering, Civil Engineering, International Trade, or related disciplines.
2. Minimum 8 years of experience in material technical submittal and procurement management for star-rate hotels and large-scale complex projects; prior team management experience is preferred.
3. Be familiar with the full process of material approval and centralized procurement, and be capable of managing the whole cycle from demand planning, inquiry/tendering, supplier screening, technical submittals, contract negotiation, and contract execution follow-up.
4. Have strong cross-functional coordination and resource integration capability, and be able to effectively coordinate with project teams, suppliers, and relevant internal departments.
5. Be familiar with supplier sourcing, prequalification, evaluation, qualification, and performance management, and possess strong supplier management and commercial negotiation skills.
6. Be familiar with contract administration, procurement compliance requirements, and cost control methods, with strong commercial judgment and risk control awareness.
7. Be familiar with the technical standards, specification requirements, and market conditions of commonly used materials in one or multiple disciplines, and be able to guide the team in material technical submittal and procurement work.
8. Be capable of material inquiry, quotation comparison, cost estimation, and tender pricing support, and provide effective input for project bidding and procurement decisions.
9. Familiarity with the Saudi market, localization requirements, and public project procurement characteristics is preferred.
10. Familiarity with Mostadam requirements / Mostadam Rating System requirements is preferred.
11. Experience in five-star hotel projects is preferred.
12. Be proficient in Microsoft Office and capable of independently preparing plans, reports, quotation comparison analyses, procurement registers, and related management documents; familiarity with ERP, Oracle, or similar systems is preferred.
13. Have good command of English in speaking, reading, and writing.
14. Possess strong sense of responsibility, execution capability, stress tolerance, and team leadership skills.
