Job Title: Manager, City Operation
Division Facility Management
Reporting To Director, Facility Management

Role Purpose
Lead the transition management function to ensure a structured activation of the city assets in line with development delivery plans. The role is responsible for leading the operational readiness and asset transition as well as managing the handover / take over readiness, cross-functional coordination, and transition governance between
development and operations.

Key Activities
• Lead the transition management and act as the main operations focal point across the project assets including
districts, roads, tunnels, and public realm.
• Lead the operational readiness and asset transition framework across districts and asset classes.
• Lead operational engagement with external stakeholders including Amanah, Civil Defense, Traffic, MOI, SEC,
NWC, and other authorities.
• Oversee transition and integration of smart city systems including digital twin, CAFM, BMS, SCADA, and
Command & Control Center into live operations.
• Manage and facilitate the handover process from construction to operations, ensuring all assets are delivered on
time and meet quality standards.
• Conduct risk assessments and develop mitigation strategies related to asset handover and operational
integration.
• Support the city opening planning program and ensure alignment with approved phasing and operational
readiness requirements.
• Facilitate FM service provider onboarding strategy and mobilization plans aligned with city opening milestones.
Validate staffing structure, training plans, SLAs and readiness KPIs.
• Ensure transition taskforce and stakeholder alignment is maintained throughout delivery stages.
• Review maintainability and lifecycle cost implications during transition and validate OPEX assumptions for initial
operational years.

Qualification & Experience
• Bachelor’s degree in engineering, asset management, facilities management, or related discipline.
• Minimum 12 years of experience in large-scale real estate development, infrastructure, operations readiness, or
transition.
• Experience in master community or city-scale activation and phased district opening.
Experience in multi-asset portfolio (roads, utilities, public realm, hospitality, and retail)
Experience in FM operator mobilization and performance ramp up.
• Demonstrated involvement in command center activation or smart city integration.

Skills and Competencies
• Solid understanding of handover, commissioning, and operations readiness.
• Strong understanding of lifecycle costing, maintainability review, and OPEX optimization during
transition. Strong understanding of ISO 41001 and ISO 55001.
• Advanced knowledge of operational readiness and asset transition methodologies and soft-landing
framework. Knowledgeable in smart city operational integration and digital asset transition experience.
• Exceptional communication and leadership skills to engage with diverse team and
stakeholders. Excellent governance, reporting, and executive communication.
• Strong commercial awareness such as contracts, SLAs, and service
boundaries. Ability to manage and drive cross-sector alignment.
